๐Ÿš† Overview of the New Policy

Railway Minister Ashwini Vaishnaw said that the Indian Railway started a strict new rule on May 1,2025 to make travel safer and more comfortable for passengers. As per the new IRCTC rule, passengers with waitlisted tickets are no longer allowed to board reserved coaches. This change comes amid rising concerns over overcrowding and passenger inconvenience, especially during festival seasons.

๐Ÿงพ What the New Rule Says

If a passenger holds a waitlisted ticket booked physically at the station, they can no longer board reserved coaches such as Sleeper, AC 3-tier, or AC 2-tier. Passengers can only travel in unreserved general coaches that do not need a seat booking in advance.

For online bookings, the system automatically cancels the waitlisted ticket, and the fare is refunded.

Train Ticket Examiners (TTEs) are now empowered to:

  • Collect fines on the spot.
  • Deboard unauthorized passengers at the next station.
  • File legal complaints under the Railway Act if needed.

๐ŸŽฏ Why This Rule Was Introduced

Issues Addressed:

  • Overcrowding in reserved coaches, especially during festivals.
  • Inconvenience to passengers with confirmed tickets.
  • Security threats like theft and harassment.
  • Emergency evacuation delays due to blocked aisles and exits.

The objective is to enhance travel experience for confirmed ticket holders and improve accountability, comfort, and hygiene within trains.

โš ๏ธ Challenges & Criticism

1. Impact on Rural and Offline Travelers

Many rural passengers who book tickets offline might not be aware of the change, leading to confusion and last-minute boarding denials.

2. Pressure on General Coaches

Currently, most trains have only 1-2 general coaches, which are already overcrowded. Pushing more passengers into these compartments without adding coaches could worsen the situation.

3. Emergency Scenarios

Critics argue that exceptions should be allowed during emergencies or late-night travel, where alternate transport is not feasible.
